How do you build a fleet management and telematics system?

A fleet is now a stream of data from vehicles, and only software turns it into value. We show how we approach building a fleet management and telematics system: from telemetry ingest, through records and costs, to driver apps, with a team of ready specialists.

A fleet is no longer a list of vehicles in a spreadsheet. Every vehicle now emits a stream of signals: GPS position, mileage, fuel consumption, diagnostic codes from the CAN bus. The catch is that this data is worth exactly as much as the software that can collect it, make sense of it and turn it into a decision. For a fleet or operations director, that means one thing: fleet management software becomes the core of a transport business, not another tool sitting next to Excel.

In our experience, the hard part is not connecting a single device but keeping one coherent, real-time picture of the whole fleet and growing it over years. We don’t have a dedicated fleet deployment, but we have projects that translate directly into one: data systems, IoT, and transport and travel tech, where we built telemetry pipelines, backends and integrations. So we approach fleet work not with a promise, but with the competency and the people who have already stood up systems like this.

Why does a fleet need a digital management system and telematics?

Because with a dozen vehicles you can still get by on spreadsheets, but at hundreds, every day without data means burnt fuel, downtime and contractual penalties nobody sees in time.

A digital fleet changes the rules: the dispatcher sees where vehicles actually are, maintenance knows a vehicle is nearing a service interval before it stops on the hard shoulder, and management gets a cost per kilometre instead of an invoice at month’s end. Value doesn’t come from collecting data, it comes from the system prompting an action at the right moment.

How do you build telematics data ingest from the devices?

The foundation of a fleet system is a reliable pipeline from the device to the database. We design it to carry thousands of vehicles reporting in parallel and not to drop signals when coverage is weak:

Splitting stream from state lets you absorb traffic spikes and add new devices without a rewrite.

How do you keep records of vehicles and drivers?

Telemetry without context is just numbers. The system only makes sense once every signal can be tied to a specific vehicle, driver and job. So the heart of the application is orderly record-keeping: a vehicle register (VIN, technical data, policies, inspection dates) and a driver register (licences, working time, route assignments).

We design this module for change, because a fleet is alive: vehicles come and go, and regulations force new fields. A well-modelled register also underpins cost control and compliance (GDPR, working-time records), because everything hangs on one record rather than spreadsheets drifting apart.

How do you track fuel use and fleet costs?

Fuel is usually the biggest cost line and the easiest place for money to leak. We join data from several sources to compute a real cost per kilometre, not an estimate:

Pulled into one model, these streams give a real cost per kilometre instead of a guess.

How do you plan a maintenance schedule like a CMMS?

A breakdown on the road costs many times more than a service done on time. So we treat the maintenance module like a CMMS-class system embedded in a fleet context. We base the schedule not on dates alone but on actual mileage and engine hours flowing in from telemetry, so a service is planned when the vehicle has earned it.

Around that we add work-order handling, a per-vehicle repair history and a parts inventory, and we turn diagnostic codes from the bus into automatic alerts. This moves a fleet towards predictive maintenance, where faults are caught before they immobilise a vehicle.

Which mobile apps do we build for drivers?

A fleet system lives in the field, not only on the dispatcher’s screen, which makes the driver app as important as the central panel. We design it to work in the cab, often offline and without pulling attention from the road:

The app syncs as soon as coverage returns, so working offline on the road loses nothing.

How do you wire up integrations: devices, ERP and TMS?

A fleet system rarely stands alone, and to pay off it has to talk to the rest of the company. On the hardware side we integrate with various telematics vendors and OBD devices, because a fleet is almost never uniform and locking into a single vendor is a trap. Here we design an adapter layer that hides protocol differences behind one stable API.

On the business side, the most value comes from connecting to ERP and TMS: fleet costs flow into accounting without re-keying, and vehicle-availability data feeds back into transport planning. We wire this through APIs and event exchange, so systems update near real time rather than once-a-day batches.

Which skills do we provide for a fleet project?

We shape the team around the stage and architecture of the system, not “just in case”. On a fleet project we typically staff:

We verify each of these skills before the start, because telematics is unforgiving: a pipeline is either watertight or it drops signals.

How do we do it at RITS?

We do it as a nearshore partner from Poland that adds competency where a client is short on it. We don’t have a ready-made fleet deployment; what we rely on instead is experience in data systems, IoT, and transport and travel tech - the building blocks telematics is made of.

Most often we do this as custom software built by our team and, where skills need topping up fast, as team augmentation.

Where do you start building a fleet management system?

Start from the single most painful problem, not the whole platform at once: for some it’s fuel control, for others maintenance or live vehicle visibility. That area defines what data the ingest must carry, what the record model looks like and which roles you need. Everything else is added on that foundation, without a rewrite. We covered the differences between engagement models in our article on IT engagement models.
